Raido Saar

Founder / CEO

Raido Saar has a military intelligence background as Chief of the Estonian Border Guard intelligence unit. He completed a series of FBI trainings on criminal profiling and document infringement. As President of the Estonian WEB3 Chamber and member of the Anti-Money Laundering Council at the Ministry of Finance of Estonia, he is involved in developing digital protection against cybercrime. Mr. Saar’s expertise spans national security, financial regulation, and emerging technologies, positioning him as a key figure in Estonia’s efforts to address modern digital threats and foster innovation in the blockchain sector.

Priit Raspel

Founder/System Architect

Priit Raspel possesses three decades of IT expertise, specializing in data and system architecture. His career encompasses roles in the banking, insurance, and medical sectors. As Chief Architect at the Estonian Information Systems Authority, Mr. Raspel oversaw the development of Estonia’s eID architecture. Subsequently, at the Ministry of Social Affairs, he served as the architect for the nation’s digital health information system. Mr. Raspel currently lectures on IT at Tallinn University of Technology, where he also obtained his MSc in software architecture and data modelling. His extensive experience and academic contributions position him as a leading figure in Estonia’s digital infrastructure development.

Raul Vahisalu

Founder/Strategic Relations

Raul Vahisalu brings over 25 years of experience in the Telco and IT industry to his work. He has managed complex high-tech projects focusing on Fintech, R&D, data platforms, eID, and interoperability initiatives in Africa. Mr. Vahisalu successfully patented a mobile phone-based parking fee collection system. He holds an MBA from Tartu University and an MSocSc from Tallinn University, complemented by coursework in Blockchain and Machine Learning at MIT Sloan School of Management. Raul holds the Certified Cyber Risk Officer (CCRO) certification. His diverse expertise and academic background position him as a versatile leader in technological innovation and implementation across various sectors.

TARMO KÕUHKNA

Founder/Product and Services Strategy

Tarmo Kõuhkna has built his professional career in the Telco and Medical Device industries, focusing on medical devices, mobile communication, IoT, and environmental technologies. His expertise extends to e-governance, digital identity, and healthcare data systems. Mr. Kõuhkna holds an eMBA in International Business from the Helsinki School of Economics. His diverse background in technology and healthcare, combined with his advanced education in international business, positions him as a valuable contributor to the development of digital healthcare solutions and e-governance initiatives.

Mairi Kutberg

Finance & Grants Management

Mairi Kutberg is an expert in finance, grant management, investments, and financial training for start-ups. With two decades of experience in grants management and investment management for technology startups, Ms. Kutberg has managed several companies and serves as a board member for numerous companies and organizations. She holds an MBA from the renowned Estonian Business School. Her extensive background in financial management and startup ecosystems positions her as a key advisor in the technology investment landscape, particularly in supporting emerging businesses.

Kaarel Raspel

Founder/Tech Lead

Kaarel Raspel is an expert in software development, IT architecture, cryptography, e-identity, and digital signature. He built his career as a system architect at Nortal, developing advanced e-government solutions, streamlining healthcare operations, and driving digital transformation for Estonian eID solutions. Mr. Raspel holds a Master’s degree in informatics from Tallinn University of Technology. His expertise in critical digital infrastructure and experience with Estonia’s renowned e-government systems position him as a key figure in the advancement of secure digital identity solutions and e-governance initiatives.
